Premises Identification Proposed Regulations
Commissioners for the Texas Animal Health Commission (TAHC) proposed regulations for Texas’ premises and animal identification program at their December meeting. Comments will be accepted on the proposals for 45 days from publication in the Texas Register. Comments must be received by 5 p.m. Monday, February 6, 2006, and may be submitted to comments@tahc.state.tx.us, faxed to (512) 719-0721, or mailed to: Delores Holubec, TAHC, Box 12966, Austin, TX 78711-2966. Why these regulations were proposed…
During the recent legislative session, the Texas Legislature passed House Bill 1361, authorizing the TAHC to develop and implement an animal identification system consistent with the U.S. Department of Agriculture’s National Animal Identification System (NAIS). HB 1361 (Chapter 161.056 of the Texas Agriculture Code) also authorizes the TAHC to determine when premises identification will be required and to assess and collect fees for premises registration.
As the NAIS is phased in, the TAHC’s program also will evolve. TAHC commissioners have proposed regulations at this time for premises identification only. Premises identification is the foundation for all other components of the NAIS.
Prior to July 1, 2006, premises in Texas may be registered at no charge, and the premises identification number will remain valid through June 30, 2008. Although the 7-character premises identification number will not change, the premises registration must be renewed July 1, 2008, and every 24 months thereafter. At renewal, the proposed regulations provide for a yearly premises registration fee of $10, paid biennially. The $20 two-year registration fee is to be submitted to the TAHC at the time of registration renewal.
On July 1, 2006, premises registration will be compulsory in Texas. All persons who own, manage or are caretakers for locations where livestock, exotic livestock, poultry, or exotic poultry are handled must register their premises with the TAHC and submit the $20 two-year fee. Renewal and fee payment will be required every 24 months thereafter.
Privacy considerations under the proposed TAHC regulations…
Information collected by the TAHC for premises or animal identification is exempt from public disclosure requirements under the Texas Public Information Act.
Compliance and the proposed regulations…
Although the TAHC commissioners always urge voluntary compliance with agency regulations, the proposals include penalties for noncompliance.

Basics of the National Animal Identification System (NAIS)…
The goal of the NAIS is to enable animal health officials to identify locations where infected or exposed animals have been and to track animal movement from those locations within 48 hours, in the event of an animal disease outbreak. Three main components comprise the system:
Premises identification defines a geographic site, such as ranches, farms, feedlots, livestock markets, slaughter establishments, rendering or carcass collection points, veterinary clinics, livestock show, fair or exhibition sites, quarantine facilities, laboratories, ports of entry, or any other facilities where animals are handled. These include cattle, horses, mules, asses, sheep, goats and hogs; exotic livestock; domestic fowl, such as chickens, turkeys, and game birds; and poultry and exotic fowl.
The premises number is a unique 7-character code, issued by the TAHC or USDA. Owners or managers can register their premises and obtain the unique code online at the TAHC web site at http://www.tahc.state.tx.us. Applications also may be obtained at many cooperative extension service offices, livestock markets, veterinary clinics or from livestock and poultry associations. As of early December, more than 4,200 premises in Texas had been registered. In the U.S. (including Texas), about 160,000 have been registered.
A person who owns or manages two or more locations and commingles animals may register the locations under one premises number. However, if a person maintains livestock on multiple locations but does not commingle the animals, then each location should be registered separately.
Animal identification, when implemented, will require that certain species of animals are tagged with a uniquely numbered 15-digit electronic identification device when they are moved from their herd of origin, or are commingled with animals from other premises. The device is intended to remain with the animal for life. If a device is lost, the animal can be retagged.
Under the national animal identification system (NAIS), still in development, premises numbers will NOT be imprinted on the animal identification devices. The unique 7-character premises identification and the
15-digit animal identification device number will correlate only in records. Each animal identification device will be individually numbered.
In the NAIS, some species, such as commercially produced swine or poultry, may be identified by group/lot numbers, provided the animals are held and managed as a group throughout the pre-harvest production process.
Animal tracking, the final component of the national plan, will involve recording and reporting those animals moved, sold, commingled or slaughtered. This component, when implemented, will enable efficient tracing of animals for disease eradication efforts.

WEBSITE UPDATED
I have re-designed the website and put a menu on the left side. Since this site is changing so often as I add new sections, it has become quite cumbersome to change the menu on all of the pages. Now when a new section is added, I only have to change the menu in one place. Plus, I think it makes navigation around the website much easier. What do you think?
One of the latest new sections is a listing of all the Districts and Clubs. Since there are now 2 clubs and 1 District that have their own website, this is a good place to link to them and also a good place for others to see just how many clubs we have and what their names are.
Another new section is the Club Articles. Mansfield Riding Club submitted their November article and I am hoping that other clubs will follow their example in the future.
As always, if you have any ideas for the website, I'd be glad to hear them.

Finals is finally over. Never been so hot in all of my life. I really came close to heat exhaustion. Thanks to Anna Rodriguez for sharing her air conditioned trailer with us. I don't know how we would have survived without the opportunity to cool off occasionally. Hope everyone had a really good time though. I know each of you wish you had just one more chance to do a certain event over. For me it was Flags. If I'd only gotten it in (and got 1st or 2nd place), I'd have won Hi-Point. What a bummer. My son experienced that for the first time too - "oh mommy, can't I do that again?". For the first time he really showed disappointment in messing up. And that's a good thing for an ultra-competitive mom like myself to hear. I really enjoyed watching him ride by himself in some events for the first time. I was so proud.
As soon as I get the hi-point results, I will post them on here (if you have them, or even know of some of them, send them to me).
If you have a comment or a story about Finals that you'd like to pass along, send that to me and I will add it here.
As usual, we had a few mishaps this year. Anna Rodriguez was on a young horse that got spooked while riding in the arena, before the playday even began. She was thrown and suffered a minor crack in a vertebrae on her back. Mike Kelly had a mishap when his horse went to bucking during Cross Flags. We wish them both speedy recoveries.

Just a note on Mike Kelly's status: I know it may be hard to believe, but Mike has a broken pelvis and tail bone. One side effect of the broken bones is that it caused internal bleeding so they are keeping him in ICU at Harris--downtown Ft Worth. Keep the Kellys in mind and let's hope for a speedy recovery.

In the wee hours of Monday morning, July 3, 2000, a horse was stolen from one of my neighbors. Some scumbag cut the lock off the gate and helped himself. Please help us pass this message on to others. The horse was not branded. However, it is a PAINT. The neighbor is busy trying to locate a photograph. The horse is a three-year-old stud colt. Tobiano paint. Chestnut (very dark red) and white. What will set him apart from many other paint stud colts is the fact that he has only one testicle descended. He is tall (over 15 hands, my husband reported; 15.3 hands, the neighbor told me when I asked him). If someone suddenly turns up with a suspicious horse that fits that description, please call TSCRA Field Inspector Butch Davis at 409-594-5596 and also leave a message for David at 713-915-3818.

If you like horse camping, or merely want to keep equine access to State/Federal parks, you will want to make your feelings known. Please forward this to all the horse people that you know, whether by email or snailmail. A united voice will do much to preserve the rights of Americans to enjoy the federal and state lands set aside for their use.
Yosemite Meeting: Bad News For Horsemen. The meeting of June 21 with two representatives, Laurel Boyers and Susan Gonshor, from Yosemite National Park (YNP) was attended by eleven, equestrians. Very discouraging, but what followed was even more so. The two ladies presented a summary, with slides, of the five alternatives to the present management plan. NONE of the alternatives plan for any horse camping sites in the valley floor. ZERO. In fact, currently the only place you can keep your horse in the valley is by boarding at the concessionaire stables, if they are open and operating and if they can accommodate you. And, under 3 alternatives, the stables are scheduled to be closed.
We horse people held a small meeting after the main gathering and drew up a position.

The 2000 National Trailride

I would like to thank Diana for doing such an outstanding job putting the National Trailride together. Everything ran smoothly. Even though the hay ride got cancelled because it started to rain, I had a blast. I have never seen anyone work so hard on trying to make everyone happy and to make sure that everything was done that needed to be done. The trails that we rode on were fit for anyone. There were easy trails, hard trails, and even some hills that some of the riders could go up and down. That just shows that when Diana chose this place that she was thinking of all the riders in the association to make sure that everyone was able to ride. The morning was a perfect time to saddle up and go ride the trails. The meal that we had Saturday night was delicious as well. If you didn't attend, you missed a lot of fun. Again, thank you Diana for making the trailride fun and relaxing for everyone!!
If you have any other ideas, I'd be glad to hear them. This purpose of this website is to promote our association and possibly attract some new members. It can also serve as a way for us all to communicate better. Feel free to use the chat room to chat with your friends and use the bulletin board to post your messages, ideas, comments, etc.
